A KRG Ministry of Electricity notice says half of Runaki households paid less than IQD 29,000 and consumed less than 406 kWh in the July billing cycle. Its table gives separate thresholds for Erbil, Sulaymaniyah, Duhok and Halabja; the notice says most household cycles were about 33 days.
These are programme-reported household figures, not independently audited affordability or uninterrupted-service measures. A median-like threshold for participating households cannot be applied to commercial tariffs, all customers or a standard 30-day month without adjusting the population and period.
The notice supplies a dated billing reference for the existing Iraq Business Desk article on Runaki’s rollout and old-debt instalments. Later cycles and customer-level data would be needed to evaluate sustained bill changes.
