JICA’s FY2023 external evaluation of the Al-Mussaib Thermal Power Plant Rehabilitation Project reports that rehabilitation restored plant output and generally achieved the intended operational results. It also records a substantial schedule overrun and a slight cost overrun.
Unlike a financing or contract announcement, an ex-post evaluation examines delivered equipment, operation and maintenance. The evaluator could not demonstrate wider economic and social effects directly from the available data, so plant-level results should not be presented as a measured regional welfare gain.
The report provides a useful historical delivery case for electricity investors and development banks. Current plant availability and maintenance would require more recent operating evidence.
