Iraq launches updated climate plan with targets through 2035

UNDP reports an unconditional reduction target of up to 5% below business-as-usual by 2035, with a further 17% dependent on international support.

Iraq launched its updated Nationally Determined Contribution in Baghdad on 7 October, according to UNDP. The agency distinguishes the public launch from submission of the document to the UN climate convention in November 2025.

UNDP reports unconditional emissions-reduction targets of up to 3% below business-as-usual by 2030 and 5% by 2035. A further reduction of up to 17% by 2035 depends on international climate finance, technology transfer and capacity building, taking the potential total to 22%. These are targets against a projected baseline, not measured cuts from current emissions.

The framework covers energy, oil and gas, electricity, transport, industry, agriculture and waste, alongside adaptation in water resources, agriculture, health and ecosystems. UNDP says the implementation phase will include climate finance and stronger measurement systems. Its launch announcement does not specify funded procurement packages or application windows.
