IMF’s 2025 Iraq assessment puts electricity investment and billing in sequence

The Fund recommends protecting priority capital spending and improving collection before later tariff changes with targeted support.

In its July 2025 Article IV assessment, the IMF linked Iraq’s electricity reform to productivity, energy security and fiscal sustainability. It called for protecting essential capital spending on electricity and domestic gas while improving billing and collection.

The Fund described tariff changes as a later step accompanied by targeted help for lower-income users. That sequence is a policy recommendation, not an announcement that tariff or support measures were enacted. It also gives a more recent comparison for the IMF’s detailed 2023 study of electricity-sector costs.

For project planning, the distinction is between a stated reform priority, a budget allocation, a financed contract and measurable service improvement. The Article IV statement alone establishes none of the latter three.
